The present study responds to the interest of having a proposed municipal ordinance for the regulation of bicycles and VMPs, which conforms to current state and regional regulations and the reality of municipalities, especially those located outside of the Metropolitan Area of Barcelona.
The realization of this ordinance model pursues the following objectives:
- Collect the latest updates of the regulatory framework regarding bicycle mobility and VMP.
- Assess the state of updating of municipal ordinances in the area of the Diputació de Barcelona.
- Detect the main concerns of the municipalities in this aspect.
- Detect patterns of bicycle and VMP behavior in different contexts to update ordinances.
The methodology used in the study was as follows:
- Compare the new regulation in the framework of the mobility of bicycles and VMP with the previous regulation and detect the margin of intervention that the municipalities have in their ordinances.
- Carry out a survey of mobility technicians from the municipalities of the Diputació de Barcelona in order to find out their main concerns and doubts in the framework of the regulation of the circulation of bicycles and VMP.
- Make a field visit to two municipalities in order to observe different patterns of behavior of bicycles and VMP in different types of street, according to whether they circulate in spaces that are exclusive to them, if they share spaces with pedestrians or do so with motorized traffic .
- Make a proposal to update the municipal ordinance in the municipalities where the field work has been carried out, based on the recommendations made in the study.
