What is a Company Mobility Plan?
The Company Mobility Plan (Pla de Desplaçaments d’Empresa o PDE in Catalonia) is the instrument for planning mobility in workplaces, promoting greater participation of more sustainable and safe transport modes and a more rational use of private motorized vehicles.
The PDE concerns all travel by people related to workplaces, meaning both travel between home and work and professional travel during the working day, for both own employees and employees of subcontracted companies accessing the site, as well as for clients and visitors, provided they represent a significant mobility flow.

Who is obliged to have a Company Mobility Plan?
The approval of Law 9/2025, in force since December 5, 2025, has established for the first time a state legal framework that requires companies to have a Company Mobility Plan.
According to the new law, all companies, public or private, will be obliged to have a mobility plan by December 5, 2027, when they meet the following criteria:
- Work centers with more than 200 employees.
- Work centers with more than 100 people per shift.
- Work centers with more than 1,000 employees located in metropolitan areas with more than 500,000 inhabitants have some additional requirements.
Royal Decree-Law 9/2026, derived from the crisis in the Middle East, brought forward the entry into force of the obligation to have a mobility plan for companies to December 5, 2026. In addition, it conditions obtaining the aid promoted in this decree to having the plan if it is required.
In Catalonia, these obligations are in addition to those imposed by Decree 132/2024, of July 30, approving the Air Quality Plan, horizon 2027, which establishes obligations for companies with more than 500 employees or companies with more than 200 employees in areas with defined air quality problems by decree to have Sustainable Mobility Plans.

The diagnosis of these plans is largely based on the analysis of surveys and databases with the aim of understanding, in an aggregated manner, the mobility patterns associated with commutes to and from work, goods transport, and visitor travel.
