What are Studies of Generated Mobility Assessment?
EAMGs are the instrument for analyzing the generated mobility of new urban developments and for anticipating the design criteria and necessary measures to consider sustainable mobility from its conception.
In Catalonia, they are the instrument provided for in Law 9/2003, of June 13, on Mobility, which must accompany the processing of planning, and its content is regulated through Decree 344/2006, regulating generated mobility assessment studies.

When should EAMGs be prepared?
EAMGs for urban planning instruments
Studies of generated mobility assessment must be included, as an independent document, in the following territorial and urban planning instruments, as stated in Article 3 of the decree:
- a) Sectoral territorial plans relating to facilities or services.
- b) General urban planning and its revisions or modifications, which involve a new classification of urban or developable land.
- Derived urban planning and its modifications, which aim at the implementation of new uses or activities.
It is not mandatory to carry out a generated mobility assessment study in the derived urban planning figures of municipalities with a population of less than 5,000 inhabitants, unless they are part of a plurimunicipal urban system, in the following cases:
- 1. Actions that involve the implementation of new residential uses up to a maximum of 250 homes.
- 2. Actions that involve the implementation of commercial or tertiary uses in sectors with an area of up to 1 hectare, provided that they do not constitute a singular implementation, in accordance with article 3.3 of this Decree.
- 3. Actions that involve the implementation of industrial uses in sectors with an area of up to 5 hectares, provided that they do not constitute a singular implementation, in accordance with article 3.3 of this Decree.
EAMG of singular implementation projects
Generated mobility assessment studies must also be incorporated into the following projects:
- a. Projects for new facilities that are considered singular implementations.
- b. Projects for the renovation of existing facilities that, as a consequence of the renovation, become considered singular implementations.
- c. Expansion projects for existing singular implementations.
For the purposes of the previous section, singular implementations are considered:
- a. Commercial establishments, individual or collective, with a sales area greater than 5,000 m2.
- b. Office buildings with a floor area of more than 10,000 m2.
- c. Sports, leisure, and cultural facilities with a capacity of more than 2,000 people.
- d. Clinics, hospitals, and similar centers with a capacity of more than 200 beds.
- e. Educational centers with a capacity of more than 1,000 students.
- f. Buildings, workplaces, and complexes where more than 500 people work.
- g) Other implementations that may recurrently generate a number of daily trips greater than 5,000.
